John F. Amatetti, PE – Founding Principal

Founding Principal

John F. Amatetti is VIKA’s president and one of two founding principals. Since forming VIKA in 1980, John has been the principal-in-charge for Virginia and District of Columbia surveying and engineering projects. He’s the firm’s Chief Executive Officer and has helped the firm grow to two offices and more than 150 employees.

John has more than 40 years of land development and civil engineering experience, including extensive entitlement and engineering project experience throughout the DC Metro area. He’s widely known for his knowledge and project experience in Arlington County, Fairfax County, the City of Alexandria, Loudoun County, Prince William County, and the District of Columbia. John is a veteran who served in the U.S. Air Force Reserves and is the former Chairman of the Board of Directors for the Engineers Surveyors Institute. He currently serves as a board member of the Northern Virginia Transportation Alliance and the Tysons Partnership.

Charles A. Irish, Jr., PE, PROF. LS, LEED AP - Founding Principal

Founding Principal

Chuck Irish is one of two founding principals of VIKA. During his 40-year career in the land surveying and civil engineering professions, he has practiced as a principal-in-charge and project manager/surveyor/engineer on a broad range of projects. He’s been principal-in-charge for Maryland and District of Columbia projects, including engineering, land surveying, landscape architecture, and site planning endeavors.

Chuck was originally licensed in 1978 as a professional engineer in the State of Maryland and subsequently in the Commonwealth of Virginia and in the District of Columbia. He was also licensed in 1980 as a professional land surveyor in the State of Maryland, and in 1985 as a (3-a) land surveyor in the Commonwealth of Virginia.

He’s widely known for land development experience, including:

  • Storm water management design, hydraulic and hydrologic analysis and as-built surveys
  • Dam breach analysis and flood control

P. Christopher Champagne, PE, LEED AP, IGSHPA – Principal

Director of Engineering, Virginia Office

Christopher Champagne has directed and managed more than 200 institutional, residential, and commercial developments. His considerable background in both site/civil engineering and water resources enables him to coordinate large site/civil projects through the design, review, permitting, and construction process.

His knowledge of all aspects of site engineering, including grading, drainage, stormwater management, soils engineering, and erosion and sediment control, coupled with his environmental permitting background, uniquely qualifies him to facilitate the design and permitting of projects.

Christopher has been responsible for overseeing and performing construction plans for private, public, municipal, and federal projects. As a licensed professional engineer in Virginia, his experience includes:

  • Complete site/civil engineering
  • Roadway, pavement, sewer, water, and storm drainage design
  • Stormwater management plans
  • Low impact development (LID) systems

He currently serves as a board member of the Tysons Partnership.

Mark G. Morelock, PE – Principal

Executive Vice President, Maryland Office

Mark Morelock is currently Executive Vice President for VIKA Maryland, LLC, overseeing the daily operations for the Planning and Engineering groups as well as serving as principal-in-charge for many of the projects. He has more than 30 years of experience in the field of civil engineering and site development and has been working in the Washington DC region since 1994.

Mark’s engineering experience includes:

  • Land Development Feasibility studies, permitting, and construction inspections
  • Preliminary construction cost estimates
  • Concept, preliminary plans and final site plans
  • Construction drawings for site and grading plans (including sediment and erosion control plans, storm water management facilities, utility plans and profiles, and demolition plans).

He has worked with both private sector and government agency clients to produce plans and designs that meet project requirements. Mark has also served as an engineer-of-record and principal-in-charge for more than 200 land development projects across the East Coast. He has testified to various governmental agencies regarding engineering and planning land development cases over the past 15 years.

Mark has been previously qualified as an expert witness by the Montgomery County Hearing Examiner in the field of civil engineering and site development. In addition, he has also been qualified as an expert in the field of engineering relative to zoning and development plan applications for:

Robert R. Cochran, LS – Principal Associate

Director of Planning, Virginia Office

Robert Cochran is a licensed land surveyor in Virginia with more than 25 years of experience managing entitlement and rezoning projects throughout the DC Metro area. Working closely with county, town, and city staff and citizen groups, he has directed and managed more than 150 streetscape, park, recreation, residential, mixed-use, hotel, and commercial developments in Arlington County, Fairfax County, and the City of Alexandria.

Robert’s problem-solving skills include innovative approaches to project solutions. His impressive management skills for entitlements include balancing the multiple and, at times, competing priorities of all stakeholders, while always acting as a strong advocate for clients’ interests. He’s extremely knowledgeable about the planning, regulatory, and implementation framework for projects. In addition, Robert has built highly effective relationships with approval authorities and has the project experience, respect, and ability to work hand-in-glove with county, state, and federal approval agencies.

Robert’s experience also encompasses complete surveying and planning services including:

Edmund J. Ignacio, PE – Vice President

As a Registered Professional Engineer in Virginia, Maryland, and District of Columbia, Ed Ignacio has a broad range of federal, county, and local project experience.  His background includes project management and direction; site design; preparation of engineering reports and studies; design of sanitary sewer collection and water distribution systems; and, storm drainage systems and water management facilities.  Having directed and managed more than 90 Arlington County projects during his more than 20-year professional career, he has fostered highly effective relationships with County approval authorities.  Ed is also VIKA’s Senior Project Manager responsible for managing the project team that has provided Arlington County over the last five years with general consulting services for the planning, design, construction, and relocation of dry utility systems on an as-needed basis for their infrastructure projects.

Michael D. Benton, PE, LEED AP, PACP, MACP – Vice President

Michael Benton’s more than 20 years of professional experience includes a wide range of projects located within the District of Columbia, Virginia, and Maryland.  He is a licensed Professional Engineer in the District of Columbia, Virginia, Maryland, and Pennsylvania, as well as a Leadership in Energy and Environmental Design Accredited Professional (LEED AP) with a thorough understanding of green design and building practices and principles.

Michael’s project experience includes commercial green building design and construction practices and principles, and broad knowledge of site-related LEED requirements, resources, and processes.  Throughout his professional career, he has been involved in all aspects of project coordination and design from project start through design and construction administration, including daily design and project management.  Michael is a Fairfax County Designated Plan Examiner.

In addition, he has been certified by the National Association of Sewer Service Companies (NASSCO) for pipeline assessment and manhole assessment and certification – PACP and MACP.  This certification enables him to assess pipeline studies and video to identify and coordinate required improvements and for the two-level inspection of manholes and coding of defects within manholes.  Level 1 Inspection provides basic condition assessment information to evaluate the general condition of a manhole.  Level 2 Inspection is to gather detailed information to fully document all defects, determine condition of the manhole, and provide the specific information needed to recommend corrective action.  This certification is particularly important in that all new storm sewer installations in Virginia require an as-built video of the pipe, manholes, and joints prior to acceptance by the county and Virginia Department of Transportation.
