Federal Realty Investment Trust (FRIT) contracted VIKA Maryland to complete civil engineering and surveying for their dramatic transformation of the former 24 acre Mid-Pike Plaza. When the project opens in 2014, it will do so under the name of Pike & Rose, signaling its location at the corner of Rockville Pike and Montrose Parkway. The approved ultimate project is slated to include: 1.7 million square feet of retail/office, and over 1,600 residential units.
The plan will create a vital mixed use, pedestrian-and-bike friendly, development, interspersed with public open spaces, in accordance with smart growth principals and the White Flint Sector Plan:

  • Road diet that will sharply reduce traffic in the area
  • Minimum parking
  • Generous public green spaces
  • Pedestrian plazas
  • Large neighborhood green
  • Residential, retail, office, and hotel uses 
  • ESD stormwater management practices
  • Immediately adjacent to the White Flint Metro Station

This project was the first Sketch Plan ever filed in the County under the newly-designated CR ZONE. Federal Realty’s expert team continues to work in collaboration with our knowledgeable team of planners, engineers and surveyors, using our combined expertise and excellent relationships with the county. FRIT has received approval for the Preliminary Plan for the entire site, as well as a Site Plan Approval for Phases One and Two. Future development phases are in study.
VIKA has completed the Construction Documents for Phase One and the project is under construction. This phase of redevelopment includes approximately:

  • Retail — 228,000 SF
  • Office — 86,800 SF  
  • Multi-family residential  — 493 units 

We are now in the process of finalizing Construction Documents for Phase 2. This next phase of redevelopment includes:

  • Multi-family residential — 566 units 
  • Retail/Restaurant — 362,000 SF
  • Office space — 475,000 SF 
  • Hotel — 150 rooms

Montgomery County/Rockville, MD

Redevelopment of a 90-acre industrial park into a transit-oriented, mixed-use development including residential and retail. Uses include:

  • Townhomes — 800
  • Condominium units — 200 units
  • Apartment — 4 buildings/1,100 units
  • Retail — 46,000 SF
  • Office — 150,000 SF
  • Parking — above grade, 1,700 spaces

VIKA’s services include entitlement processing design and construction plans. Specific services included Preliminary Plan; Site Plan; Sediment Control Plan; Forest Conservation Plans; landscape architecture for the townhouse neighborhood and parks; Storm Water Management Plan; Paving and Storm Drainage Plan; Water and Sewer Plan; Off-Site Roadway Improvement Plans; Record Plats; and, construction services.
This complex project included a mandatory referral for public improvements for the County, transferable development rights, special affordable housing provisions, as well as the entitlement, design, and engineering services described above.

Tysons Demonstration Project at Tysons West

VIKA continues to play a key role in developing policies related to stormwater management, transportation, and the Tysons “Straw Man” process. More importantly, VIKA is the engineer of record for the 28-acre Tysons Corner Demonstration Project currently under review by Fairfax County. We know from firsthand experience that aspects of the development and approval process can be intricate, complex, and at times contradictory. VIKA has the experience, respect, and ability to work hand-in-glove with Fairfax County, Washington Metropolitan Area Transit Authority, and state approval agencies.  We understand the planning, regulatory, and implementation framework for the Tysons Corner Master Plan and entitlement projects in Fairfax County, as well as neighborhood and context-sensitive revitalization plans. VIKA is providing surveying, planning, civil engineering, and landscape architectural services related to the “Demonstration Project” rezoning of Tysons Corner West. 

Services include:  surveying; entitlement services; preliminary engineering; Dulles Transit coordination; and, Low Impact Development (LID) and Leadership in Energy and Environmental Design (LEED) consulting.


VIKA’s site design of all multi-family dwelling units include the features for persons with disabilities required by
the FHA, the ADA, and any applicable Local Accessibility Codes.
