Pike & Rose, Federal Realty Investment Trust, White Flint in Montgomery County, MD

Federal Realty Investment Trust (FRIT) has contracted with VIKA Maryland, LLC to complete civil engineering and surveying for their dramatic transformation of the former 24 acre Mid-Pike Plaza. When the project opens in 2014, it will do so under the name of Pike & Rose, signaling its location at the corner of Rockville Pike and Montrose Parkway. The approved master plan is slated to include: 1.7 million S.F. of retail/office, and over 1,500 residential units.

The plan will create a vital mixed use, pedestrian and bike friendly, mega development interspersed with public green spaces, all in accordance with the latest trends in urban planning. The project includes a “road diet” that would sharply reduce traffic in the area, largely by reducing Old Georgetown Road to four lanes from six, and a “dramatic” reduction in parking.

This project also includes a generous apportioning of public green spaces: included in the phase one site plan are two pedestrian plazas. Phase two will include a large neighborhood green.

The VIKA team is working with Federal Realty through the entitlement process for the project: Phase One is complete, and we are currently working through the entitlement process for Phase Two. This project was the first Sketch Plan ever filed in the County, and was submitted for this property in the White Flint Sector Plan. Federal Realty’s expert team continues to work in collaboration with our knowledgeable team of engineers and surveyors, and using our combined expertise and excellent relationships with the county, FRIT has received approval for the Preliminary Plan for the entire site, as well as a Site Plan Approval for Phase One.

The staff is now moving onto construction documents for Phase One, which is expected to break ground in late spring or early summer 2012. This phase of redevelopment will include approximately 120,000 SF of retail, 80,000 SF of office and 460 residential units.

VIKA is currently beginning preliminary engineering for Phase Two of the same project which includes amending the preliminary plan, and proceeding with the site plan for the new phase.

Mixed-Use Complex Opens in Clarendon, VA

A new apartment complex celebrated its grand opening in Clarendon on April 12. Formerly known as the Views at Clarendon, the vPoint apartment building is being touted as an eco-friendly residence that’s bringing additional subsidized affordable housing to the Clarendon area. Located at 1210 North Highland Street, the vPoint is an 8-story high-rise, mixed use, urban infill development that includes 46 market-rate apartments, and 70 affordable rental units, of which 12 are supportive housing for very low-income households. The project preserved a landmark steeple while also accommodating a new church sanctuary, a 4-story underground parking garage, and affordable housing. An adjoining building houses Arlington County’s largest daycare facility. Named a Smart Growth Project by the Washington Smart Growth Alliance, the vPoint was designed to achieve Silver-LEED certification. It was a joint venture between the Arlington Partnership for Affordable Housing (APAH) and the First Baptist Church of Clarendon. APAH is a nonprofit developer dedicated to developing, preserving, and owning quality housing that is affordable and enhances the Arlington County community.

VIKA provided planning, surveying, civil engineering, and landscape architectural services for this one-acre project that included: base survey and public improvements; adjacent roadway curb improvement plan; roadway drainage plan and study; roadway dedication, vacation and easement plats; site demolition plan; subsurface utility investigation and mapping; final site plan; site construction details; site layout plan; site drainage study; erosion and sediment control plan; utility plan; stormwater management plan; onsite consolidation, subdivision and easement plats; plan processing; utility coordination; final wall check survey and height verification; Virginia Stormwater Management Program (VSMP) permit; Federal Aviation Administration (FAA) graphics assistance; Arlington County as-builts for site and utilities; construction administration; dry utility engineering coordination; maintenance of traffic phasing plan; tree preservation and protection plan; and, landscape plans and specifications.

VIKA continues to play a key role in developing policies related to stormwater management, transportation, and the Tysons “Straw Man” process. More importantly, VIKA is the engineer of record for the 28-acre Tysons Corner Demonstration Project currently under review by Fairfax County. VIKA is providing surveying, planning, civil engineering, and landscape architectural services related to the “Demonstration Project” rezoning of Tysons Corner West. 

Services include:  surveying; entitlement services; preliminary engineering; Dulles Transit coordination; and, Low Impact Development (LID) and Leadership in Energy and Environmental Design (LEED) consulting.

the FHA, the ADA, and any applicable Local Accessibility Codes.
