With 16 years of experience in the surveying industry, including 11 years with VIKA, Phil has built a strong reputation for precision, reliability, and technical expertise. As a Level II Certified Survey Technician (CST), he is proficient in the use of Total Station instruments, GPS/RTK units, and 3D laser scanners. Mr. Scullen specializes in high-accuracy control surveys for high-rise commercial and residential buildings, where he ensures exact spatial control and vertical alignment throughout every phase of construction. He served as a Senior Party Chief for six years before being promoted to Office Survey Technician, where he continues to apply his extensive knowledge in both field and office settings. His experience also includes work on notable government and state projects, such as the FBI Headquarters, the Social Security Administration, the University of Maryland, and West Virginia University.
